Centralized Intake Office (CIO)

With the changes outlined in Immigration Minister's instructions published last November 28, 2008, you will be eligible to sent your application under Federal Skilled Worker (FSW) category if: (1) you have an Arranged Employment Opinion (AEO), or (2) you are a foreign national who has been living legally in Canada for one year as a temporary foreign worker or an international student, or (3) you are a skilled worker who has at least one year of experience in one or more of the high demand occupations or what is now commonly called Canada's List of 38 Occupations.

Of the three options number three (3) seems to catch the attention of a lot of applicants of late, especially Overseas Filipino Workers. All Federal Skilled Worker class application without an AEO will now be processed at Centralized Intake Office (CIO) in Sydney Nova Scotia.

To have a better understanding of the program here is an explanation of the current processing system.

To process your application it is prescribed by the Canadian Government that you complete the forms and the documents needed.

Right after doing this your application will go through three stages:

1. The forms will be sent to the Central Intake Office(CIO) in Sydney, Nova Scotia Canada.

You would have to pay the courier fee to send the forms.

The role of this office to is review your application to make sure that:

•all required fields in your application forms are complete and

•the correct processing fee payment has been made

The CIO will not accept cash payments for the filing Fee they will only accept Managers Check in Canadian currency addressed to the Receiver General of Canada.

After this we will receive a Notice of Assessment from CIO

• notifies you of this fact and provides you with your reference number and sets out some basic instructions for contact with the Visa Office

2. The Visa office (Canadian Embassy in Manila) then requests that you to submit a copy of your application and all supporting documentation to a Canadian Visa Office within a timeframe of 120 days (4 months)

It is at this stage that you may file the remaining members of the Family if you chose to file just the Principal applicant during the first stage of your application. Since the Embassy only assesses the chances of the Principal applicant, filing the rest of the family at this stage will not result to delay on the processing of the application.

Once the Visa Office has received your full application, an officer will:

•Review your application to ensure you have submitted all the required documents

•Send you an Acknowledgment of Receipt letter with a file number and information on processing times

The officer will review your application to determine whether:

• your application qualifies for processing under one of the three categories described in the Ministerial Instructions minimum requirements

•selection factors

•sufficient funds (Show Money Settlement Funds)

3. If the Embassy is satisfied with the documents provided they will now issue the VISA for the entire Family

Before we received our first Notice of Assessment from the CIO I tell my clients that the interval between the first and second stage is one to three months, speculating on the publications of the Citizenship and Immigration Canada.

It turned out to be much much faster!

Here's a very interesting case of a Clinical Instructor/Nurse client:

Feb 09, 2009 - Application form was sent to CIO via courier
Feb 13, 2009 - Application form received by CIO
Feb 24, 2009 - Date of letter from CIO
Mar 10, 2009 - Letter received from CIO

The next step after receiving the notice of assessment from CIO is the submission of full application (application forms and supporting documents) to the Visa Office. This client was given 120 days to comply(only 4 months then you can get your Visa).

This is how fast you can get your Visa, at present within 6 months time!

If you are still contemplating when you want to apply, there is not much time, you have to decide soon. Right now! To be quite blunt about it.

It is not only you that has intentions of going to Canada, because of the good quality of life in Canada, more and more applications are being Sent to The Centralized Intake Office (CIO).

When they reach their desired number of applications what do you think will happen?

Close down the program? Very possible.

The processing of the Centralized Intake Office (CIO) Notice of Assessment is very fast, if this will not make you decide to start your applications now, nothing will.

I personally sent my application (skilled worker) to CIO by courier last April 12, 2009, but until today, May 13, 2009, I did not receive any confirmation from them yet. How will I know if they already sent me the confirmation, so that I will know if I am qualified or not? Can we contact CIO by phone or mail? I hope you can help me sir.

Hi Richard,

The first applications that we have sent to the CIO were reviewed only within a month.

But of late, there already seems to be a delay in the process. This might be due to the increase in the number of applications sent to the CIO.

The results of the assessment will be mailed to you.

Remember that the Ministerial Instructions says that your application will be mailed within 6 months to a year.

I suggest you wait a while.

I attended your seminars 6mos ago and I am now certain of pursuing our immigration plans to CANADA. All documents are ready for submission to CIO except that I'm having trouble of how do I pay application fee on canadian funds. As i asked my bank, bpi,metrobank,chinabank they don't issue MC on canadian dollars only US dollars. I believe I cannot pay in US dollars. Please help me on what to do. please advise on what I must do on paying application fees(skilled worker) in canadian funds. I only have peso and dollar account for manager'[s check issuance. I believe they only accept canadian dollars payment in CIO. All our documents are ready except for my payment. Please help and give other payment options. Your help is highly appreciated. Godbless

Hi Raz,

From experience there are a few banks who recognizes Canadian Dollar denomination.

Namely: BPI, HSBC, PNB and CitiBank.

You must have an active account with either of the Banks to be able to secure a Bank Draft/Managers Check.

Hi sir Jay, i am worried because i still didnt receive any assessment from the CIO, it's been 4 (four) months now,(my application was received by CIO last April 17, 2009) but unfortunately i didnt received any letter from them...what should i do now sir? i dont know how to contact them, i really want to know the status of my application...on my case, does this mean i didnt pass the evaluation? should i received their corresponce through my email? maybe they stopped already the immigration process because of the global crisis? sir jay, pls help...thanks for asking the status of my application...God bless

Hi Richard,

There is really something very wrong about your application.

I suggest that you do the following:

Track the document that you sent to the CIO, find out if they indeed received your application.

No, not receiving any correspondence from them does not automatically mean that you were disapproved.

Hi Richard,

This seems to be a common problem nowadays, as the way the CIO was set up, left no room for follow ups.

The next best thing that you can do, is to send them an actual letter VIA the CIO's postal address.

You can make a reference to your filed application, when it was sent and the other relevant details that will make them identify your application. Like, when it was sent, your name your occupation, also indicate the courier company that you sent it to.

How did you sent your application btw? Did you send it via courier? If yes, you should go after your courier company and find out if the CIO really did received your application.

I personaly sent the fedral skilled worker class application on last Dec 2008 to the Canada Embassy in Nairobi .After nine month later they told me that they wont process my application because a new policy is made, so they send me all my documents by a canada embassy in Ethiopia,which i live.But you see they havent still refund the 550 canadian dollars i paid ,i really want to apply and want to know all the chance i have because i have a bachelour degree and more than one year experiance .I am ready to apply ,i have a uncle in Toronto and he is willing to sponsor me and support me in the process ,i am now telling him to pay for me again and let me apply even if the refund is not been made to me.Please is there any way you can help me ,the embassy here is not refunding the money still,i really want to apply soon ,please tell me the process i should do.

Dear Bezawit,

As elaborated in the posts about the changes in the Federal skilled worker application for permanent residents Visa in Canada, you would have to be in the 38 high demand application to be eligible to apply.

As for the refund, all you can really do is to send a letter to the CIO and follow up on the refund, indicating when your application was filed and when you received the letter of refusal from them.

It might be possible that the check was sent in your post office and you did not get the notification.

I really could not say anything more because I also do not know your other details.

You should consider the time it will take for your application to reach the CIO office at Nova Scotia.

IF you used ordinary mail, this is usually slower as compared to using Courier service.

I hope that you used Registered mail at the very least.

At present, from our experience, the Central Intake Office would normally reply within 2 months.

It normally takes around two months to have your CIO positive assessment.

So you will probably hear from them December 25, Christmas. That is a nice gift.

As to the length of time it takes to en-cash the payment, it varies.

I have applied for an immigration in September 2006 using Simplified Application Process (SAP), I had recieved an acknowledgement in October 2006 alongwith the reference number. In april 2009 I have recieved a letter confirming that am I still interested or not? I replied positively. Since then there is no response from Canadian High Commission.

I would like to ask you a question that can I apply directly to the CIU as I am already eligible for that?

Dear Mubasshir Ali,

If you are qualified in the revised Federal Skilled Workers Permanent Resident application, you can either apply simultaneos to your old application under Simplified application process or withdraw your old application and apply and mail your new application at the Centralized Intake office at Sydney Nova Scotia.

When I checked the DHL website, it says the package was received and signed in Halifax not Sydney??? HalifX IS ABOUT 5 HOURS drive to sydney.

I have applied Skilled worker)for an immigration in 2008 through a Canadian lawyer Kamal Mir, and received an acknowledgement letter along with a file number....AOR date is July, 8, 2008.Now before tow days ago I have received a letter from my lawyer. In this letter they mention .... 1....These instructions specific that only applicant who have an arranged employment offer,who are legally residing in Canada for at least one year as a temporary foreign worker or an international student, or who have work experience in the listed occupations are eligible to be procssed in the Federal Skilled Worker Class.
2...AND THEY ALSO AHVE WRITTEN ..that you have indicated that you have work experience in an occupation NOC code 4141
-teacher&Librarian.This occupation is not included on the list of eligible occupation in the instruction identified by Minister of CIM and Canada Gazette on 28 November 2008.
Actually I AM A SECONDRY SCHOOL TEACHER AND HAVE A 20 YRS EXPERIENCE IN TEACHING TO NURSORY CLASSES AND science, english, social study periods to high classes. During this peiod i have been also working as a librarian .So I have a long period of 15yrs in library. Sir about four months to go but there isn't any reply from CIO. some of my friends submitted their immigration cases in november and they have got their aknowledgement letter along with their file number and i still did not get any information about my process.

Dear Sir:

I am a US H1b Visa holder and married to a US permanent resident. My spouse will become a US Citizen in few months.

I am planning to apply under the skilled worker category and would like to know if I have to include and pay the application fee for my wife and kids when I apply? Our kids are born in the US and will be able to visit me at anytime and wanted to get clarity if CIC requires all family members to apply for the FSW category?

If not, do I just fill them on the form and specify that they will not accompany me to Canada to avoid the fees?

Any advise will be appreciated.

Hi Gradiya,

You actually have the correct idea.

You can apply on your own, and yes all you need to do is to indicated in the form that your dependents are will not accompany you in Canada. Although, you should declare them in the form, just in case you will eventually want to bring them to Canada.

I also have one more question - regarding documents (such as reference letters, bank statement, etc.), do those need to be dated as of the submission date to the CIO or the local embassy's additional document submission? I read somewhere that the CIO could take about two months to respond and was afraid whatever I gather now might be outdated by then.

Thank you for the message.

December is a long time to wait for a reply.

You should send them another mail, indicating your courier reference numbers and letting them that you still have not received a reply.

There are cases like these, where if you do not act now, will result to non-compliance on the second stage of your application.

It is possible that their reply got lost in the mail.

You should also write a similar email, to the Visa office near you, letting them know that you have not received a reply from your application to the CIO, if your application was already assessed and the CIO's reply got lost, a copy of the reply will also be sent to the Embassy that will process your application.

I have sent my application to centralized intake office,Sydney,Canada on 21 Oct 2009 by Courier ( AsiaXpress ) and it's delivered on 28 Oct 2009.But i haven't received any approval or confirmation letter yet;no file number letter as well.Also i have sent them an E-mail recently,explaining the issue and again no answer yet.I wonder what i should do now after about 5 months of applying and nothing received ??!!!!
Am i considered as Non-Compliance ?
By the way, i have a refused application for Quebec as skilled worker.Is there any relation between these two process ?

Respected Sir Jay Good Day I sent my application for FSW category thru my immigration firm CWCCANADA on 22 july 2009 via courier which was received by CIC Nova Scotia on 27 july 2009.I sent a demand draft amounting 1400 CAD.My bank gave me status of demand draft encashed on 19 sep 2009.Till date me or my immigration consultant has not received any reply regarding the status of application.Moreover i had inquired thru my relative in canada by customer care services.They told her that there are no details present in their system database.Please advice me what to do now as my consultant is also not giving me any satisfactory answer.How may i access my application status and what about the indemnity of demand draft? My consultant is asking me reapply with fresh draft.Please advice me whether to go ahead or not. i m from india. Best regards Rajwinder Singh

Last november 2009, i received a letter from London visa office that i did not respond within 120 days to submit all the supporting documents, so my application was cancelled. I am eligible already, as they need only my supporting documents, right?

I just want to know if ever i will apply again, should i submit my application to Nova Scotia Canada again or directly to London Office...Nova scotia already determined that i am eligible, that is why they forwarded my application to London, but i did not respond within the alloted time...

Dear Ratwinder,

There are cases where the CIO or the Visa office handling your application has misplaced the reply that was supposed to be for you.

It you applied last July 22, it may already be too late.

You will be given a letter of non - compliance. But your filing fee will be refunded. Although, you should give your current address to the Visa office that is supposed to process or handle the evaluation of your full application package on the second stage.

What you should do is to ask for a copy of the application you sent to the CIO from your Consultant, and take a look if the address is correct.

Then write a letter to the Visa office that is supposed to handle your application informing them that you have not received any correspondence from them.

Good day! Upon reading the posts here it seemed that everyone has their own different problems but in some ways they have similarities too.
My agency submitted my application for FSW Nov 6 of last year 2009. Until now I still don't have any reply from CIO. I am currently here in Ontario on a working permit which will be expiring Oct of this year. When I called Citizenship Immigration Canada they checked if I have a data there but there wasn't. So I tried their online services. And I saw my file, but what shocked me is the date that they received my application. They received it March 5, 2010. I was informed by my agency that it would take 8-12 weeks for them give a positive or negative assessment. That's why I was already expecting a reply from them starting January to February. And I found out that my papers were received by CIO-Sydney by March. So I waited in vain at that time because they haven't actually received my papers yet. Do you have any idea what happened? I don't want to doubt the integrity of my agency all I just wanted to know, why did it took 4 months for my papers to reach CIO? so on top of my 4 months wait. I need to wait again for another 8-12 weeks starting March for their positive reply? Am I right Sir Jay? Actually Citizenship Immigration Canada said to me it only take 10 weeks for the reply to be sent. And they are now processing March 2010 applications. Pls give me advice on what to do, coz I fear that things will screw up again. Because I hurried in saving the money for filing fee and the downpayment for the agency and gathering my documents coz I don't want to waste time. That's why I was upset when I found out that CIO only received my file March 2010 considering my agency told me that they submitted it Nov 6, 2009. Any idea what happened sir Jay?

Hi, last week I send my application form to Centralized Intake Office in Sydney, Nova Scotia, but finally my application was delivered in Halifax. I just want to know if it was a mistake from the DHL currier or it's an other address for that office?.

I have just been informed by my Credit Card company that CIO, sydne tried to debit my account on May 12, 2010 but due to blockage of my credit card they failed. I have not received any email from CIO yet.

I have recieved assessment from CIO canada on 26th march 2010. and i have filed all my documents to New Delhi visa offfice(canadian High commission) as requested by them, on 19th may2010. but i have not received any letter of receipt or aknowledgement from them.

usually how long will it take to issue me the acknowledgement letter

I have read all the wonderful experiences of your clients who were fortunate to receive their permanent residency visas in less than a year.

I have sent our application to CIO last March and was received by the CIO Office last April 7, 2010. This I came to know when I checked Canadamail. So now, it has been 2 months already from their receipt of our application and still there is no response. I know that it may take awhile now since so many have been applying and I think that ensued a backlog already. My questions are: (1) Do you think the period for the CIO Office to reply to us is dependent on the type of Occupation we have represented in our application? (2) How long, so far, among your clients, is the waiting period for the CIO to reply? (3) Does CIO still email their reply?

I hope you will generously answer my questions.

From my bank HDFC I came to know that my sent DD (fee $550) that was sent along with my PR application to CIO NS office has been en-cashed by RGFC on Feb. 16, 2010. But still I have got no revert from them so far no file no/nothing.My representative told me that its taking time nowadays and I must be patient.What possibly can be done?

I have send my application for the permenent Skilled Worker Visa to the CIO in june 2010 and have a confirmation mail from the courier company that the letter was received by the CIO.Now i am a little bit worried over the method of payment.I pay by my VISA Direct Debit card issued in the United Kingdom by the Halifax Bank of Scotland.Will the CIO accept such payment method?
NB: I have suffiscient fund in my account.
Also could you please tell me how does the CIO take to process the application?

Respected sir Jay, i had applied FSW PR Visa second time after my first application filed in july 2009 felled in non compliance stage.My application reached CIO Nova Scotia on 30.03.2010. But till date once again i had not received any reply from them. I want to ask you how much time is CIO taking nowdays to process application for FSW PR Visa. Dear Rajwinder and others who experienced delay in your receipt of assessment from CIO. What you should do is to write the Visa office that is supposed to process your application. For a list of Canadian Visa Offices near you, go to the Search button of this blog and search Visa offices.

Actually I have a same case, but there is a slight difference from others. Below you may find my case details and please advise accordingly.

- Applicaiton Date: 26-04-2010 and received on 30-04-2010

After that i came to know that there is a typo mistake in my application then i wrote a letter with correction page. which was received on 20-05-2010 and after that again i found that there is a mistake in a form and finally i submitted a correction copy of that particular page support with a letter on June 28, 2010.

When i submitted my question my profession was in line with the requirement but as per latest notification my profession is out of the list.

I have a question, that weather they will accept my application or not becasue I had submitted two amendments these were just amendments not complete applications. If they will accept my application then there should reply with in 2 months but still there is no reply from their side.

Please advise! should i contact them or wait because latest revision was just received last month.

iam nagi from india . my docs were received by cio on 9-06-10 but untill now i have not been issued with a proper AOR from cio nova scotia. This has indeed led me to a lot of mental discomfort as cio is hardly known for sticking to it's timelines.

please advise as t ohow long one needs to wait in order to have AOR .

I personally sent my application under (1 of federal skilled workers class) to CIO(to Citizenship & immigration Canada,federal Skilled Workers Central Intake Unit,PO Box 7500,Sydney NSB1PoA9, CANADA) by courier on February 4 2009 , but until today, October 6,2010, I did not receive any confirmation from them yet. I had applied under MPNP Programme.the CIO sydney asked for document top send them through FAX only on the fax number (1 902 564-3518 Attention- JR-Mailroom).I am trying it from more than ten days but the fax are not receiving it.The last date of submission is 21-07-2013.Please give me any suggestion or alternate like email address or any contact number.
