But this is really more of a blessing than what most people think. There will be changes in the regulation, if it was published last July 1, most of those who tried to file will still not make it.
So those of you who have tried, be happy that you are now in the position to concentrate your efforts in other areas that will make your application successful.
For now, make sure that you have redeposited the demand drafts or cancelled the fee payment forms that you prepared for the filing of your application.
New applications under the Federal Skilled Workers program (without Arranged Employment) will be accepted starting January 2013.
Those who has not started with their application still has the time to try and file their applications on the new date set - January 2013.
The following are the changes in the Regulation of Federal Skilled Workers program that we should prepare and plan for:
New Points System for Federal Skilled Workers program
Most of the proposed changes in the regulation of the Federal skilled Workers program that will be implemented on January 2013, will help Trades or Skilled workers immigrate to Canada, it will also give more consideration on younger applicants as well as adjust the Language proficiency requirements to match the level or degree needed per profession. Which means Trades people may have lowered English proficiency requirements than Professionals.
For this coming regulation, the ideal age would be between 21-35 years old. Applicants within the age bracket between 36-49 years will no longer be awarded the maximum points for the Age factor. The maximum points to be gained from IELTS Examination results would be increased from 16 points to 20 points. The maximum points for Work Experience factor will be reduced from 21 points to 15 points.
To get better chances in passing the assessment you should consider doing the following:
Get better IELTS Scores. Getting at least 6.5 in any of the 4 areas in the exam - Reading, Writing, Speaking and listening; will put you in a much better position to be successful in your application. The good news is, your skills in english will improve with practice. So that more you review the better you will get. Most of the time the difficulty in passing the IELTS exam is in the manner by which the exam is given. Especially if you are not a Skilled or Trades person who can afford to get lower IELTS Scores. Spouses might also be required to take the IELTS exam. At the very least you should consider reviewing for the IELTS Exam.
Take French Language Evaluation Test. This will give you additional points which will help you meet the passmark, especially if you belong to the age bracket of 36-49 years old. But do it only if you want to learn this language seriously, if you are not sure then do not do it.

or French language, you can get a maximum of 8 points. To get that, you need to take the Test d’évaluation de français (TEF) or French language evaluation test.

For professional applicants take the Credentials Assessment
In the previous publications of Citizenship and immigration Canada, Immigration Minister Jason Kenney,himself emphasised the important of credentials assessment in the processing of Permanent Resident Visas in the Federal Skilled worker program. Credentials assessment is required to determine and applicants readiness in taking the board exam for his or her profession so that you will be allowed to practice said profession.
This is one aspect of the change that I considered - the pause or postponement of the release of the new regulation of the FSW a blessing. If it were published last July 1 and credentials assessment was part of the criteria, not only will most professional not be able to apply most of them will not be ready for this requirement. Since the license in Canada does not go on a National Level, you would have to choose the province you want to reside in and have your credentials assessed in that province. Since it is highly likely that this will become part of the process, I recommend that you have your credentials assessed while waiting for January 2013. This will give you time to choose another province if you did not pass the first one.

At present the regulations keeps on changing, and so should you.
The key in getting a Permanent Resident Visa for Canada is still planning your application ahead of time, preparing your documentary requirements ahead of time.
The great thing about this is, most of the generic requirements in the Federal skilled Worker programs is the same as in the other Permanent Resident programs in Canada. So if you prepare your requirements ahead of time you are also opening up yourself for the other opportunities as well.
Other Permanent Resident Visa programs
The Federal Skilled Worker might be in currently in a pause but there are still other programs available or are open depending on your circumstances.
Programs and application processes continuously change in Canada, the best thing that you should do to make sure that you will not miss your chance is to ready your requirements ahead of time.
There are relatively easier applications in the Provincial Nominee Programs that might be applicable to you for instance, the province of Manitoba would have an application stream which allows two friends who has stayed in the province of Manitoba for at least 1 year to nominate friends outside of Canada in becoming a Permanent Resident in the province of Manitoba. Or Quebec and Nova Scotia have programs that are more easy to qualify at than most of the participating provinces.
But if you do not start with your application now; Start readying your documentary requirements, you will never have the chance of immigrating.

Pre-February 27, 2008 FSW Applicants
The proposed legislation aiming to close the files of FSW applicants who applied before February 27, 2008, and for whom an immigration officer has not made a decision based on selection criteria by March 29, 2012 is not yet approved.
The temporary pause on new FSW applications does not necessarily mean that Citizenship and Immigration Canada will start to process Pre-February 27, 2008 FSW Applicants again.
